FALL 2017 Program Review and Approval is Required for all new North Carolina Educator Preparation Programs, and existing School Social Worker, School Psychologist, and School Guidance Counselor Programs

The online platform for submitting new program proposals is now active. Remember that all new programs need to be approved by the Board of Education. If you have a new program that you are interested in starting in the future, please submit your proposal using the online platform to be peer reviewed and sent to the Board of Education for formal Approval. Additionally, we are asking all existing school social worker, school psychologist, and school counselor programs to submit their programs for review as we have made new proposal templates that are much more aligned to their unique program needs. Here is some information to help you with this process:

2. The platform is accessed using an NCID account number uniquely assigned to the individual seeking to submit a program for review and approval. Note that this NCID is not at the institution level. If more than one person at the institution intends to use the platform, each individual must have their own unique NCID account number for access.

4. There are a lot of little variations and details to programs across the state that can make proposal submission challenging especially when trying to fit a program into a fixed entry platform. To help address many of those questions, a FAQ document is available here.

What is the proposal approval process? Whether you are submitting for a review of your program which is required every five years or submitting for a new proposal the process is essentially the same.

1. IHEs submit a proposal for review.

2. NCDPI works to assign 2 reviewers from across the state that are experts in the field of the program proposal.

3. The reviewers either recommend the proposal for State Board approval or request additional information of the IHE about the program based on criteria provided by NCDPI in compliance with North Carolina law and Board policy. If additional information is requested, the IHE can resubmit the updated proposal for a second review.

4. Reviewer recommended proposals then move to the NC Board of Education for Approval.

5. Programs must have Board approval to be offered.

Proposal Timelines
There are two review windows.Proposals submitted before September 15, 2017 will be reviewed and sent to the board for approval before the spring semester.

Proposals submitted before After September 15, 2017 and February 15, 2018 will be reviewed and sent to the board for approval before the fall semester of 2018
